For the Kentucky Transportation Cabinet's 2024 INFRA Grant Application, EBP conducted the Benefit-Cost Analysis (BCA), as subconsultants to Qk4. The project received $116,320,000 which will be awarded over 2025 and 2026.
The project is strong in Safety; State of Good Repair; Economic Impacts, Freight Movement, and Job Creation; and Equity, Multimodal Options, and Quality of Life. The initiative will reduce freight congestion and bottlenecks in the region while increasing public and private investments in disadvantaged areas, and provide access to local bike trails such as the Dawkins Line Rail trail.
EBP utilized a FEMA-based approach to estimating changes in survival probabilities for critical care patients, who cannot reach medical assistance in a timely, lifesaving fashion. This approach captured significant benefits over the life cycle of the project.
